Perhaps one of the most hopeful out in the show, next to Buzz. Yes, he's outwardly pessimistic, and after what he went through, who can blame him?
I mean after all the boring assignments he's gone on (or so it's hinted), the times Buzz saved him, his trials with the Wirewolf and NOS-4-A2, and his military tribunal, he still dared to hope that he could perform some heroic deeds all his own. He never once thought about quitting his job at Star Command. And I can't really see him taking any shortcuts in getting what he wants - I said before he has his own code of sorts that he will stick to when performing his job. He might not like the task, but he'll do it honestly and at his best because that's what was asked of him.
Above all else, as Commander Nebula himself stated, Ty loves being a Ranger, no matter what ups and downs he might face. I think that love - that hope - is partly what keeps him going. Hope, when it's a proactive fuel, can lead to remarkable things. Despair keeps one stuck in a prison, and it can destroy the human spirit. Poor Ty probably did feel tempted to give into it a number of times, but he kept on moving forward. He did join the Space Rangers Corps with the intent to protect and defend the galaxy, and that's what he is going to do.

I'm reminded of a quote from the film, The Shawshank Redemption -
"Hope is a good thing, maybe the best of things, and no good thing ever dies."

Now whether one agrees with that statement or not is up to personal preference, but in Ty's case, it does apply. I don't think he wants to let what is good about his job and the world around him die. He would rather give up his own life, even his dream of working for Star Command when he was temporarily discharged from the Space Ranger Corps, if it meant keeping what is truly good alive and safe. Because deep down... he IS a Space Ranger to the core, and a good one at that.
